There is a particular unpleasantness to being woken by a sound that is louder than it needs to be. You are asleep, defenceless, and then a tone arrives at a level tuned for someone standing in a noisy kitchen. So you go into Settings, drag the alarm slider down to its lowest position, and discover that the lowest position is still far more than you wanted. Then you start hunting for the setting that must exist somewhere. It does not. Here is why, and what actually gets underneath it.
Android keeps alarms on their own volume stream, and the bottom of that stream is a real audible level rather than a quiet one. Everything inside Settings works within that range. Granular Volume adds steps below it, by applying negative gain to the system's audio output after Android has already applied its own minimum. It affects alarms, ringtones, notifications, calls and media. Free, no root, no ads.
Why the alarm has a floor you cannot get under
Android does not have one volume. It has several separate streams, and alarms get their own, kept deliberately apart from media and ringtones so that turning your music down does not quietly disable your morning. That separation is useful. The side effect is that the alarm stream carries its own minimum, and on many devices that minimum is enforced above silence on purpose, so that nobody can accidentally set an alarm to inaudible and sleep through it.
So step one on the alarm slider is not "very quiet." It is the quietest sound the system is willing to produce for an alarm, chosen by the manufacturer to be reliably audible across a room. If your bedroom is silent and your phone is on the pillow beside you, that level was calibrated for a situation you are not in.
This is the part that makes the search so frustrating: you are looking for a setting that would defeat the safety behaviour the platform is deliberately enforcing. It is not hidden in a submenu. It is not there.
Do Not Disturb and Bedtime mode

Do Not Disturb answers the question "which sounds are allowed through right now." It does not answer "how loud should they be." Alarms sit on the allowed list by default, for obvious reasons, and an allowed alarm plays at exactly the level it would have played at with Do Not Disturb switched off.
Bedtime mode and similar sleep schedules bundle Do Not Disturb with screen dimming and greyscale. Useful for winding down, and none of it touches the alarm's output level.
Gentle-wake and gradual alarms

A gradual-wake alarm starts quiet and climbs until you dismiss it. If you happen to surface in the first few seconds, you get the gentle version and never hear the rest. If you do not, and plenty of people do not, it keeps climbing to the same level that was too loud before.
It is a genuinely good feature and worth leaving on. It just changes when the loud part arrives rather than how loud it gets, so it is not an answer to "the minimum is too loud."
Choosing a softer alarm tone

Some alarm tones really are more jarring than others. A tone with less high-frequency content, a slower attack and no sudden onset will feel gentler at the same measured level, so this is worth doing if what bothers you is the sharpness of the sound.
But it is a change of character, not of level. A soft harp at the alarm stream's minimum is still played at the alarm stream's minimum. If your complaint is about loudness rather than harshness, you will run out of gentler tones before you run out of loudness.
Third-party alarm apps with their own volume slider

Some alarm apps expose their own volume control, which can genuinely give you finer positions than the system slider offers. It is worth trying, and for some people it is enough.
The limitation is that an app's own slider still hands its audio to the same system stream, so at the bottom of its scale it tends to arrive at the same floor the system enforces. You get more positions on the way down, not a position below the end. If you have tried this and the quietest setting is still too much, that is the reason.
The mechanism that lowers the floor itself

Every option above works inside the range Android exposes. To get below the floor, something has to reduce the level after Android has already decided what its minimum is.
Granular Volume does that. It attaches an audio effect, Android's own DynamicsProcessing, to the system's global output mix and applies negative gain there, in seven steps down to 30 dB below the hardware floor, from a small floating dial you can park at the edge of the screen. Each of those was checked the same way: play the sound, move the dial down through its steps, listen. The level drops every time. No root, no ADB, no computer, and no internet permission in the app at all.
If you depend on this alarm to get up, test your setting while you are awake. Trigger an alarm, walk to where you actually sleep, and check that you can still hear it with the door where you normally leave it. The dial gives you real steps between the system floor and silence, and the lower ones are quiet enough to sleep through. Find the step that works for you on an afternoon, not on a morning that matters.
Ringtones, notifications, and the one sound nothing can lower
If the alarm is too loud at its minimum, the same is usually true of the neighbouring sounds, and for the same reason. Ringtones and notification tones sit on their own streams with their own enforced floors, which is why a phone that rings at an uncomfortable level in a quiet office has no setting to fix it either. Those two are covered by the same dial, tested the same way.
There is one exception, and it is worth being straight about because it comes up constantly and nobody answers it honestly.
Keyboard clicks and interface touch sounds Cannot be reached, by anyone
Keyboard taps and UI click sounds travel a different route through Android. They are played on a dedicated low-latency path built so that a tap makes a sound immediately, and that path deliberately skips audio post-processing, because processing costs time and instant response is the whole point of it.
The practical consequence: any app that lowers volume by attaching an effect to the system output, which is how this is normally done without root, structurally cannot touch those sounds. This one is not a missing feature or a bug to be fixed in a later version. It is a boundary in Android's audio architecture. If an app claims it can quiet your keyboard clicks, be sceptical. In the meantime, turning keyboard sounds off entirely in your keyboard's own settings is the only real option.
