Why the lowest volume on a Galaxy is still too loud

One UI, like all of Android, splits the range between silence and full output into a fixed number of steps. The lowest step above mute is a fixed fraction of the maximum, not a fixed loudness. Galaxy phones and tablets are tuned for a loud maximum so they sound good in a store or outdoors, which means that first fraction lands loud too. There is no setting anywhere in One UI to move where that floor sits. That is the whole problem, and it is why turning it down as far as the slider goes still is not far enough.

Why Sound Assistant and 1% steps only get you so far

Sound Assistant, from Samsung's Good Lock suite, is the most common suggestion, and it is a genuinely useful tool. It changes the volume increment from roughly 10% to 1%, so you get about 100 steps instead of ten.

That does buy you something real, and it is worth trying before anything else because it is free and made by Samsung. A first step of 1% sits lower than a first step of 10%, and for plenty of people that alone is enough.

What it cannot do is take you past the bottom of the range the slider covers. It divides that range more finely; it does not extend it downwards.
